22 mth old cries wayyy too much?

My daughter is 22 months old, but she cries wayy more than I feel like she should. I try to ignore her so that she knows she wont get her way by crying, but all that does is make her cry louder. I'm at witts end. I dont know what to do to make her act her age, I mean she'll be 2 in january but you would never know it...what I've noticed is, she doesnt do this at all in public, UNLESS i make her walk because shes too heavy to carry all over. What can I do to make her kinda tone back on the crying?
