My boyfriend has still not proposed? Does he even want to?

My boyfriend and I have been together for almost seven years now. We have also lived together for almost two. Granite I am only 20 and hes only 21 I am still ready to get married but he doesnt seem interested? He has been paying on a ring now for almost two years but its getting him no where? What should I do? Should I move out and see if he just thinks I will never leave so whats the rush, or what? PLEASE HELP!
