Is a tom sawyer a satire?

A satire is an exaggeration, intended to poke fun at something. A common example is political cartoons, portraying George Bush with big ears. The novel is not intended, in my opinion, to be primarily satirical, but most of its humor, of which there is considerable, arises from Twain satirically poking fun at some sacred cows.
